The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are delivered from various governments. Immense energy is devoted on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Persistent Threats

Following this, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that regional partners are clearly incapable to substitute in the short term.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This cycle will, undoubtedly, continue.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is impossible to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from assuming that the situation will not change more in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
